Starting around 2000, the mortgage banking
industry began to require that a licensed local
engineer certify that a manufactured home is sitting
on a permanent foundation in order to approve a
loan. This started only with loans required to meet
HUD (Housing and Urban Development) guidelines
which includes FHA and Rural Housing loans.

In late 2005, it became federally mandated that all
government guaranteed loans on manufactured
housing have these engineering certificates and In
the last few years, it has been the industry trend to
require these certifications on more conventional
(non-government guaranteed) loans and on other
government loans such as VA loans.

I am the Central Mississippi Field Representative for
HRES - Hayman Residential Engineering Services,

Manufactured Home Foundation Certifications
One of the most important factors relating to real
estate transactions in Central MS is to attempt to  
determine the structural integrity of the foundation.

I am the Central Mississippi Field Representative for
HRES - Hayman Residential Engineering Services.
We provide general observations and
recommendations for monolithic slab on grade and
crawl space foundations.

We record record the present condition of the
foundation system by means of the following:

  • We perform a visual inspection of the interior
    and exterior of the structure.
  • We note the extent of any previous differential
    movement that may have adversely affected
    the integrity of the structure.
  • Finish floor elevation readings are taken with
    digital equipment to provide apparent elevation
    deviation.
  • A written report is delivered with our
    recommendations of actions.
